Here's a scenario.
Your neighbor who doesn't seem to care about jack crap ---their kids, their property, their neighbors, have a dog who seems to be not abused but chained wrongly, not fed enough, and for the most part left in the cold. It yaps and yaps constantly. What would you do ?
The reason I think this is an important scenario is because it makes me question private property, a "general mind your own business" concept, and brings up the possibility of making a bad situation worse.
What would you do?

Well, you have a tough situation there. Most
people would recommend calling the animal control
officer or SPCA. They come and maybe take the
dog away. What happens to the dog? He'll probably
get put to sleep. Maybe he's better off, but still.
Then of course the neighbor gets ticked off at the
most likely complainant.
Maybe you could approach him/her first and tell them
that the dog's constant barking is getting annoying
to you and that you'd like them to do something about it.
Neighbor disputes are always a tough one. Good luck.

First, I'd be clear about my definition of abuse. Because if I think a dog (or child, or woman etc) is being abused, it's a no-brainer - report to the relevant authorities straight away, and/or intervene directly.
If you had a dog, you could ask the neighbour if they'd mind letting their dog play with yours - I've done that before.

Well maybe not a group but there are at least two of us.
I've found dogs are usually nicer than most people anyway.

Nah seriously, discuss it with the neighbours, then if that don't work, contact the relevant authorities as mentioned. However if you think your "hypothetical" neighbour is a psychotic moron, you might want to just contact the authorities.

If the dog is barking at night, I'd say call the police & file a report. After a few reports it becomes a nuisance and the owner will be forced by authorities to do something about it. Calling the ASPCA, animal control or the appropriate animal group is definitely in order.
I used to be of the opinion to be nice to my neighbors, visit with them before calling the police. If I ask you to turn the music down at midnight and I get the typical "screw you" response, nothing good is going to happen. At this point if you call the police the neighbor knows exactly who did it, and things go downhill from there.
Police are paid and trained for face-to-face time with potentially hostile neighbors.

I've usually found that most people that treat dogs like that are psychotic morons. Just contact the authorities. Worst case scenario, you make friends with the guy first and then have to rat on a friend. A friend that you shouldn't have even liked in the first place.

If you shoot your neighbor then you go to jail.
if you call the authorities you have basically shot the dog by proxie!
A) talk directly to the owner!
B) Make friends with the owner and slowly and stealthily introduce good dog handling principles! maybe by showing him how you handle your dog without actually telling the owner that thats what your doing!
C) my favorite! steal the dog and give it to a family in Texas. (Your sisters maybe!?)
