Columbia MO, a university town located dead center on I 70 between Kansas City and St louis. Big river country and then the Ozarks start just south of town. You would be 1 1/2 hrs from either KC or St L.

Where to Live
NEW BRAUNFELS, TEXAS. This is a German heritage city and there are festivals and events nearly every weekend. Located almost midway from San Antonio and Austin. Plenty of things to do if you like rivers and good weather. Schools and colleges are close. Many churches and clubs for all. I lived there 4 years to the day and actually prayed for boredom!...
Come on over. Life is sweet in New Braunfels, Texas. Robert

I think you should listen to your wife and come to San Francisco. Northern California in general is fantastic. SF does have a high cost of living, but you just have to change up what's important. As much as I'd like a porch with a swing and a front yard...
If it wasn't for your mention of staying in warmer climates I would say Portland, Oregon should be a serious consideration for anyone looking for a good place to live.
Santa Fe is fantastic. I'd like to retire to San Fe or Taos.

If Northern California is desirable but the cost of living is too high in the Bay Area, how about Sacramento? My friends moved there about two years ago and they love it there.

From what you want, sounds like Vancouver or Victoria in British Columbia, Canada would be a good bet. Of course, that's assuming you're willing to move out of the states.
