So a Government agency did a study made for internal use only and someone leaked it to the press and its being blown out of proportion to get maximum political mileage. These things have been done by every administration going back who knows how long.
The fact is Government agencies do various intelligence studies all the time not designed for general dissemination and more in the realm of what ifs. if you think that one was horrible you haven't seen anything.No matter how many men you kill you can't kill your successor-Emperor Nero

Yes, the government is always running end game scenarios and trying to out think the criminal minds. however, this was not one of them as far as anything i have been able to find, it seems to be on par with the one that the Missouri state police let slip about people with "Ron Paul" and anti-abortion bumper stickers were likely to be domestic terrorist... and they issue orders to be careful about those types of people.
trust me no government trust any member of their society that might thing the government is getting too big. The liberal activists did not like it under Mr. Bush, why should the conservative activists like it under Mr. Obama?
all part of the great checks and balances that keep people awake!Be just and fear not.

Janet Napolitano has refrained from the use of the word terrorists and terrorism. This was her reasoning:
In my speech, although I did not use the word “terrorism,” I referred to “man-caused” disasters. That is perhaps only a nuance, but it demonstrates that we want to move away from the politics of fear toward a policy of being prepared for all risks that can occur.
