    Does it state anywhere that it was officially illegal to practice religion?

    It does say that it was not illegal. However being killed for actually exercising that right by government employees working from official policy makes it defacto illegal even though it was derigor legal.

    For a modern example and similar though slightly safer personal experience try taking an alarm clock and a package of candles in your carry-on the next time you fly, its not illegal but it will get you persecuted. Or six ounces of shampoo, that's not illegal either, but policy doesn't allow it so you get persecuted, mildly compared to being beaten to death but persecuted for doing something legal though against policy all the same.
