It is not just when you see a lady on the street but when you interact with one, hold the door open doff your cap and say "good morning" (or other such pleasentry)

or atleast thats my idea of it.
you get to be polite just as you normaly would, but with the added extra of doffing you cap.

I would like to see the wearing of caps backward outlawed. Offenders will have their caps removed and their heads shaved bald, tarred and feathered.

Hats should be removed when being intimate in the bedroom. Except in the case of Lady GaGa who is surgically attached to her headgear and looks better in it than out of it.

And hats that are taller than one span (top hats, chefs hat, bearskins, beefeater hats, dunce hats and the like) should be burned on a pyre fuelled by milliners' leftover felt.

And that's about as much as I can say about hats.

I could go along with that Mark, though I find askew mor offensive then backwards. At least they serve the purose to warn everyone that there is a retard walking there so I guess they aren't all bad.

A cap askew is, to me (and clearly Wildtim as well), ample warning that I needn't concern myself with anything the wearer says or does, unless it may directly impact my family or property.
It is much like a swastika tattoo. Of course I find it offensive, but given the choice, I'd prefer the individual that would wear one to be clearly marked (by their own choice, of course....if anyone has ever read SnowCrash, the "racially insensitive" tattoo across the forehead is going a bit far....but I digress before we become off topic.)

    It depends.
When working outdoors in the summer, I sometimes wear the cap backwards to keep the sun from burning my neck.

I wear my bill cap backward on the rifle range so as not to bump my scope. There are many other rational reasons to wear a cap of this type backwards, but just walking down the street is not one of them.

They should go back to wearing these huge hats like they did in the middle ages. That way when you are walking down the street with your lady (and you are of course on the proper side) when someone empties their chamber pot onto the street that big hat protects the two of you.

    Either:

A baseball player, having earned the right to wear a baseball cap, may wear it any way I ...er, he pleases

    or

No baseball caps unless you can play baseball.

It seems that hat etiquette in the US is virtually extinct. I was taught that it was impolite to wear a hat indoors - never mind while eating. Many people still wear hats while sitting in restaurants - even people that I know to otherwise be polite and courteous. What to do?

But what do you do when wearing a stetson whilst firing a rifle?
