I know this could be tricky since most ISPs I know of are setup to use DHCP style IP addresses so if they banned by a single IP in a couple of weeks or a month when the ISP resets their DHCP addresses assigned they would then be able to continue on their marry way by creating a new account. Business accounts are the only ones I know of that have a specific IP address or people running websites out of their home may have a static IP as well.
I once visited a site that said I was banned for posting pornography. Since I had never been to the site before, and I'm the only one who uses my computer, I figured my ISP just happened to be one that was previously used by someone else who was banned.
