Actually there is no difference between a state and a commonwealth. It's just a moniker a state gives itself. Kentucky and Massachusetts are commonwealths, too, and they're very different. Pennsylvania is also a commonwealth.
Here's the funny thing. Puerto Rico is also a commonwealth, and that's where it matters, since it's not a state but an insular area. If you live here, you are a citizen of the U.S. However, so far as I understand it, you can't vote for the President, because Puerto Rico isn't a state and doesn't have electors who would do the actual voting.
So as states go, commonwealth is really just a title. As for the whole one-two year budget things, many states budget two years at a time, and others, like the Federal gov't, budget one year at a time.
