Yes they need to take out some dams that are just not needed.

This pretty much hits the nail on the head. Almost any technology is a double-edged sword, and the game is to minimize / justify / outsource the bad impacts. Speaking of a few billion too many mouths to feed, if you've heard of peak oil, try a search for peak phosphorus.
