It would seem to be a more secure design preventing movement rather than the opposite. Not only is it inside the scales but the way it wedges against the scales appears to me to keep it from moving or rotating.

I didn't save pictures of the Joseph Rodgers that went through eBay, it was the same design you used, but there's also this Packwood over here, which is very similar.
