I don't think it is blood. That's an old bread board I use to lay current projects on when in the house. This razor did not arrive sharp. Although I may have been working on a different project just before this, cutting myself, suppose wouldn't be the last time. But seems I tend to draw blood on the sander in the shop, not on razor's edge, lol.
I think it may be some VibraTite, a thread locker similar to the idea of Loctite. Different stuff in that it can be taken apart and put back together multi times without a new application. Helpful on something like a pivot that might need to be tightened up some day.

Very nice restore. The carbon fibre with the black fasteners are a great match. I really like the shape of the scales too.
