Not necessarily no, but I'd challenge anyone to find a watch with the finishing of a Grand Seiko Quartz at below their price point. I find those to have an amazing value for money (I don't mind quartz watches, as long as they're highly accurate).

After that, the question of course is whether you want that level of finishing, and whether you like the esthetics.

A personal favourite of mine is the Laurent Ferrier Galet Square. For me watches don't get more beautiful than those. But ... it is beyond what I'll ever be able to afford.
I haven't seen anything affordable in that cushion case style come near.
