Check out this article
The banner pictured hangs outside of a very ordinary Kyoto barbershop in any neighborhood Japan. The barber who runs the shop is, like most traditional barbers, elderly.
Above the model's head, it reads:

Thanked: 1You can call me wierd but I think this idea of women shaving their face is super cool. I had never thought about it until now.Many women spend quite a good bit of time plucking their brows, upper lip, etc. Why not just shave it? Us guys enjoy it so much why shouldn't they? I think I'll show this to my wife and see what she thinks. I already shave her legs and other areas on occassion and after seeing this I would absolutely LOVE to shave her face once I get some good hones and get my str8s back in shape. I know she would enjoy the pampering.

It seems like a very strange idea at first, but I can imagine the feeling of a straight running over smooth skin to actually be very pleasant.
But if it were me, I'd only shave the parts of my face that have *no* hair on them.
It is true that shaving does not make the hair grow back thicker, but it does *look* like it's coming back thicker. The cut end of the hair makes it seem darker and thicker. Normally, the end of a hair is wispy and tapered, which makes it more easily concealed.
Even if the kind of hair that grows on a woman's face is far finer than that of a man (usually), you could still wind up with that shadowy stubble thing from shaving. Especially if you have dark hair, as I do.
If I want to get rid of hair on my face (which I don't do very often to be honest - I'm not very girlie, I don't even wear make-up! - but sometimes I randomly get the urge to pluck my eyebrows to a perfect arch for no reason), I always pluck. Otherwise it just grows in looking weird.
