There's problems no matter how you do it. It's hard to custom craft a set of specific guidelines that will be fair across the board without being arbitrary or putting human judgment into the mix. Too many things nowdays are arbitrated by lawyers and rules and not enough by the "spirit" of the intention. I think basic groundrule guidelines are a good idea but in the end Bill should be free to just put people on there who he feels belong and disallow others whether they meet the "letter" of the rules or not based upon what he's trying to accomplish.

If it gets too onerous or doesn't meet what Bill is trying to accomplish in his heart then the gesture he's attempting to make is wasted.
