You can easily set a bevel on a Norton 4k, a lot depends on the condition of you EBay razor, what will make it easier or quicker.
A 1k is quicker than a 4k but not … that much.

If you are removing large chips, (which you should pass on purchasing, really) a 1k will speed things up. Almost any 1k will work.
You could do all the restore, heavy lifting, (bread-knifing & flattening the bevel) with the DMT and bring the bevels to meeting with the 4k, easily. A 1k will make things faster and easier, but not a necessity unless you are doing a lot of restores.

If you are just re-setting bevels, the 4K is fine. All 1k’s do the same thing, the difference is how they feel and some are a bit quicker. The stones that count are the finishers, the rest just get you to the finishers.
