Hone Master
From my first person subjective opinion (sample size of 1), I have to say that for me the sharpest razor I ever received came from Sham.

Do you have a type 1, type 2, type 3, type 4 face and type A, B, C D whisker set?
The reason I ask is each of us has a different whisker and skin type
so "best" for me with my type C whiskers and tender type 1 skin is
best served by "Tom" but he only hones one razor a month correctly
for my face yet he sometimes has to redo it. Good thing I give myself
quick turn around. OK just joking a bit... but best is relative and
is hard to achieve day in and day out.
If you have a lot of razors (about six) you should send pairs
out one each to different honemasters and find the one that
matches your face. Never send out more than two at a time
that way your rotation stays full... If you find a good one eve
on the first try stick with him/her ....

A different thread -- last month or so involved a shave test
where the final finish was done with three different FAMOUS hones
on identical razors. This blind shave test where the tester did not
know what the finishing hone told me that the N'th degree of finish can
be subtle, it can be felt and may prove important.
When you ship use a solid cardboard box and wrap the blade in bubble
wrap using rubber bands (not tape) to secure the bubble
wrap.
