It is what some refer to as a Vosgienne hone quarried in France. Most were cut on gang saws that could exhibit the same pattern. There are different grades.
Used as final finisher. After the finest stone you have, Barber delight, Nakayama, GMN200 etc.
A couple drops of Honing oil, Smiths or Glycerin mix all good. On the finest steel "Good razors" make 12 to 20 passes, check edge. Hope this helps some. Mike
