A dull or unfinished edge will push water in front of it, but as the blade gets to a point where it is matching the grit of the hone, the blade undercuts the water and it rides up the blade seemingly with out any surface tension. I hope you got a good visual from the description. Lighting is very important when assessing the apex. The white lines and sparkles are incomplete pieces of the apex reflecting back.
