Does the shapton 12000 grit put as nice of a finish on a razor as a naniwa 12000

The Naniwa SS series are expectational polishers, they were designed specifically to mimic Japanese Natural stones
The Shapton, and I am going to assume you mean the Pro / Kuromaku are better cutting hones, they might be more durable and probably more "Splash n Go"
If you are planning on eventually buying the whole set look at the overall cost and decide what makes most sense for later too"No amount of money spent on a Stone can ever replace the value of the time it takes learning to use it properly"

Hard to give an absolute answer.
Both will do the job tho experience & the acquired skill plays a bigger part than the stone.
You'll find old posts of guys that had trouble learning the Naniwa 12 but the Shapton is even less forgiving with beginners.The white gleam of swords, not the black ink of books, clears doubts and uncertainties and bleak outlooks.
