    S'pose it just needs tried out. Maybe I should buy some and send it to someobody who has used standard chrome oxide for a while to test. It is certainly a cheap and local supply if OK.

    Get yourself a piece of flat cardboard or balsa wood, apply a thin layer, and do 20 or 30 laps on a razor. Test shave.

    If it's decently fine chromium oxide, you'll probably get a significant improvement in the shave. If it's that good stuff, it'll knock your socks off. Good chromium oxide leaves a velvety smooth edge.
