Which hone are you using? Some need lapping or flattening more than others. You can lay a 12 inch ruler across the hone as well as lengthwise and see if it's flat enough. You can also just lay a razor spine on it instead of a ruler.

At the top of the basic honing section are some stickies. Check out the one entitled Welcome and Honing FAQ index. I would assume most of this has made it to the Wiki. Anyway, one of the entries is Josh Earl's Hone Lapping 101.

Default What hardware do I need

To start honing, some of the clips on youtube have told me that I need a norton 4K/8K combo store, the 4K side will get the blade sharpening off quickly while the 8K side will give the blade a nice edge that one can shave with. And a lapping stone, don;t know where to get a lapping stone or what to do with one.

If you look through the link I provided above, you will see what to do with one.

You can use wet/dry sandpaper and forego the lapping hone. You can google DMT and find lots of sources for DMTC (325 grit), DMTX (220 grit), or DMTXX (120 grit). You can get the Norton lapping hone from just about anyone who sells the Norton hones. Note that the Norton lapping hone should be used pretty much exclusively for the Norton hones, so it is not a good choice if you intend to by hones beyond the Nortons.
