Just in case anyone cares, I finally got this one to listen to me. I went all the way back to the 1K, and after doing the marker test I discovered the heel and toe weren't touching the stone unless I led with the heel and swooped around with a finger near the toe (sorta like Stefan suggested). It's weird, but it worked, and I used that technique all the way through the progression. The first shave test left something to be desired, so back to the 5K nani for about 10 laps, up to 12K... shave test said fix the toe, 3 laps on the 5K focused on the toe, even laps on the 8K and 12K. Bingo! (No, not the puppy.) Nice edge from heel to toe! After all that honing and testing I've got a few bald squares on my legs and I'm only sporting a goatee.

Glad you worked it out.
I scored a beautiful Genco Master Cutler of the bay a while back that was the same but opposite. The bevel formed at each end but not the middle. This was on one side only as the opposite side was normal. I didn't want to brute force it and end up with an extremely uneven bevel, so I used lapping film on a narrow, one-inch wide aluminum strip. That worked great.

Glad to hear it worked out! I've followed the advice of various members on here -- now whenever I get an eBay/antiquing razor I'll do the marker test and then make sure I get a nice bevel on the 1k. Marker will show any irregularities with the razor's shape and setting a bevel will expose any issues with the edge (e.g. pitting or brittle steel). Fortunately I've never had any defects but it's good to know ahead of time before spending countless hours restoring and honing.
