it's quite possible that it will never shave very good. this thing is old and that means pretty bad steel and heat treatment technology. yes, some razors can be that old and older and still shave fantastically, but that's not even close to a rule.
from your pictures it looks to me you may be lacking on the bevel setting stage - that black dot on the edge shouldn't be there. Using some magnification will be helpful to determine if you're sharpening good steel.

Bring it to the meet next weekend and we'll have a look at it. Wear a beard or at least some stubble to shave off after we have a go at it.
