    Probably because back in the days of yore, there was enough coticule lying around that they could afford to sell only the high end stuff.

    But I didn't know that there were different quality grades.

    There used to be more than one coticule quarries, there's only one now in use. Mr Celis told me Ardennes Coticules is mainly a slate quarry with a few layers of coticule that he exploits as a byproduct. Maybe the quality of other quarries was better, or in olden times there was so much coticule quarried they could afford to market only the best.
