Ah good ole Oki-nock-nock. Many a day spent at Camp Hanson, just a wonderful spot on earth but I digress.
I seriously doubt you'll find the service locally. Best bet send it out or get a couple hones and do it yourself.
Welcome to the forum.

I know that we avoid knife sharpeners like the plague when talking about honing razors, but when I was in Iwaki I found an old man with a knife sharpening shop who did razors. He was probably 80 years old and had some "high class", as he called them, Jnats. I would ask around, you might get lucky.

Thanked: 1yea im new with straight razors and only started shaving with a straight when i got deployed here on the 31st meu. thought i'd practice shaving with a straight here in hansen, that way when i get back to the states i'll have a little experience with it.
the reason there's a chip in my straight is cause when i was shaving wtg on my first pass near jawline i had been tightening my skin from under my neck area. that's when the blade got caught on my nail and i heard a metallic ding. i looked at the razor and it had a slight chip. super small like .5mm, if that, along the blade and barely deep. noob mistake...
good thing is i didn't lose a finger or anything soo that's good. i wanna get it honed but would rather not mail it to the states and back since it'll take a month or more for it to get back here.

You could always pick up a barbers hone and remove that nick. Just keep the spine flat on the stone and use a layer of electrical tape on the spine.
Worst situation is send it out. You'd think in Japan there would be a SR Horner around somewhere.

I spent some years in Oki at Torii Station with 1/1 SFG (A).
I'm not sure if you're staying onboard or whether or not you have friends on one of the camps.
What I would recommend is getting with any of the Oki-Nationals that work on whatever camp you/your fellow Marines are stationed at and ask them.
If that doesn't work, maybe have one of your buddies check with their Garrison/Base Commander; he is definitely plugged into the community...he has Oki Nationals on his staff. They might be able to hook you up.
Good luck.Malo periculosam libertatem quam quietum servitium

It's been a LONG time (1989!) since I left Okinawa (I was stationed at the old Naval Hospital on Camp Lester), but my experience was that you could find pretty much anything there...if you looked hard enough, and if you had some local connections. I'd go with ColonelG's recommendations; you might just get lucky!
