Cell rot would normally start between the scales where the off gassing can concentrate.
It would also be more prone to happen in the areas where the scales are yellow in color IIRC.
I see a rust spot but would not jump at calling that cell rot.
What points you to saying cell rot?

Look at the center of the Craftsman etch on the blade face. It's there.

Also, I've worked with one of these and looked at many others. It's the same celluloid compound as the infamous honey-colored Dubl Duck scales.
