Look like W. H. Oates was from Manchester at 69 Thomas st, established in 1848, found reference to him at this location up to 1930 or so. Listed as a cutler, the few razor ive came across looked fine to me, as to yours its all about the condition.

I checked my calendar and that date is clear. AGREED! with one condition.
