it means Masahiro Katei Toishi (Masahiro Whetston ... katei means "home" as opposite to "for professional use")

just recently I bought my first Japanese straight razor and I'd like to know what is stamped on the tang, so maybe I can figure out who made it.
I increased contrast and brightness to improve readability.

So I guess that's supposed to be the name of this razor? Might be a reference to that Manga sword "Shūsui" ... On the other hand I heard about a certain variety of Koi that's called Shusui. But who would name a razor after a fish?
If it was Chinese it would mean "autumn", right?
