Arsenico hasn't been on this thread since May, so I thought I'd help out. It says:

Ishikawa, Unit 2, #28

Ishikawa is a last name. I have no clue what the unit and number stand for. My first guess was that it's some military division, but my Google searches didn't come up with anything helpful.

@rami: the style of writing is quite unusual. I can't make out what the characters are.

@Benjisco: I can't make out the characters since they've worn down too much.
