Heat the tip of a paper clip until it's Red Hot and then touch it to the INSIDE of the scales, IF it smells like burning hair, then they are horn, Burnt Plastic then they are Celluloid. My money's on Horn!

I did that test twice, Burnt Hair both times.

The pins are brass. Restore? Preserve? Advice is welcome.

Unless you are going to pull it apart and totally restore it, you don't want to touch the pins. Clean it up and get it shaving. This is a slow trip, there is plenty of time to decide what you want to do with it. I have read here the horn scales like a good soak in neetsfoot oil.

Just talked to a friend that keeps horses and cows. He takes great care of his animals and has offered me 2 Cups ( 1/2 Liter ) for free of neatfoot oil.

Yeah, I'm sure one of the other guys like Neil might have some info on the Frederick's. I don't know why they wren't listed in any of my books & I have a few. There are several razor makers that aren't listed in my books but Neil usually comes up with something & another member who I can't seem to think of right now. If you have one with an England stamp, it is post 1891.
These on jwy77's razor look like horn to me.

Yeah, hopefully some of the more senior members can chime in. All I know about mine is it came in a bunch of razors and loves mowing whiskers.

I knew they were horn. You could see that in the pic.
