It's Bergischer Löwe, Lion of Berg/Bergian Lion. Berg used to be a dukedom in the west of Germany, which was dissolved (for lack of a better term) around 1815. The Lion is still in use though e.g. in the coat of arms of the city of Düsseldorf.
