Today "made in" does not necessarily mean it was produced in it's entirety in one country. Today parts are sourced globally and enough of the final assembly is done in the one country that the "made in" applies to. Back in the day Leica operated a plant in Midland Ontario that made Leica cameras and lenses but also supplied camera and lens parts to Leica Germany where they were assembled to be labelled made in Germany. It has been going on a long time.
