I have one like that, was listed as "broken" razor, but it had only been unpinned.

Here's one with the original scales, all restored. Look closely and see if you can see if there
is a remnant of the etching, "Celebrated Fine India Steel Set Ready for Use".

No England stamp, so pre-1890.
