Bummer, as far as nicks or chips go on razor blades, that's significant. That would take a ton of time on a hone to remove the entire edge all the way down to past that chip and a shame to remove that much metal. I know you said you weren't sure if it came that way or if it happened when you opened its package and it fell, but if I DID see a razor like that on Ebay, unless it was a full 7/8 or 8/8 meat chopper that I would send out for a regrind, I wouldn't even consider something like that for restoration (that's just me, others may have different opinions on that).
If you own a DMT D8C or D8E, you could sit down and just go for broke and see what happens. Also, monkeying around as some do with spine taping on old razors IMO would be irritating and not worth the numerous tape replacements it would take after the hone would keep eating away tape after tape after tape. The popular recoil of horror over "hone wear" gets a wave of the hand from me when you're talking about using a razor for shaving rather than only as a collectible. Hone that sucka on down!!!

I think it was sent this way ,i found out the scales are bent and i think the pins might also be bent. when i close the razor if i dont guide the blade in it will sometimes touch the scale exactly where the small chip is.The scales on 1 side were almost touching so i put a couple of q tips in between them and heated the scales with a hair dryer to open them up a bit, and ran it under cold water .that helped a little but the blade seems to have a little play in it to the right side so i think the pin might also be bent. I dont have a dmt so i used sand paper on this 1 it took a while but the chip is gone.I Also took your advice and did not tape the spine,it looks ok not to much metal was removed i will post a better pic when i attempt to rescale or repin the 1's that are already on there.here is another ebay razor that came today.this 1 came in very good shape no rust no pitting anyware , it is a Genco master barber JR it is a small razor i believe it is a 4/8 and seems to be sharp, i will do some passes on coticule some barbacide and try it out .great site a lot of great info here, i got the hair dyrer info doing a search 3 methods came up to straighten the scales, hair dryer ,boil or bake them.
