If I get a razor like that I take 000 steel wool and a lubricant like Break Free or WD40 and wet the blade and take off as much of the rust as I can by lightly going over it with the wool.

If I do use sandpaper it would be a high grit like 1000 to take off the surface stuff without leaving deep scratches. I would leave the pitting. Maybe hit it with Mass or Flitz afterwards.

Hand sanding through progressive grits is hours and hours of work and not my cup of tea. The shave is the thing for me and I can shave with a pitted razor as long as the pitting isn't in the bevel. If it is the razor may be junk if the pitting is too deep to hone through.

I have gotten razors like that early on when I had RAD badly. I have become more discriminating as time has gone on and I would pass on a blade that needed a lot of work or send it out to be restored if I valued the brand.
Be careful how you treat people on your way up, you may meet them again on your way back down.
