It appears that the blade has indeed been shortened for some reason. I'm guessing at one time it had a barbers notch. It probably is an English razor with Japanese nomenclature. Since the toe has been shortened you might want to have the bottom front corner of the blade rounded a bit to prevent nicks. It may not need it but it looks a bit sharp at that point.

Marty this razor and the other one on the post are both makers names. Theres nothing that says what steel it is or anything like that but the same company made both razors. It says Boy and Girl so that may be a Henckels made blade (twins)?
