On closer inspection of the murky pic, I wonder if it says Wostenholm?

Could be. Hard to say from the pics, although I think the second letter is an O and not an E. I would hazard a guess that the scales are hard rubber and not celluloid and perhaps that's MOP on the shank/tang/monkeys tail. Don't know what it would cost for a full restore, but it's definitely worth 15 bucks as it is IMO.
