sound like you found a razor with covered tang possibly mother of pearl
If you tell us your location maybe you can find some help restoring it to a shaver
Or you can send it out to one of the good guys in the classifieds

Either way you need it professionally honed before use

You will also need a strop, brush and shaving soap/creme if you dont have that already

I haven't tried to use a straight razor in about 20 years, I have no intentions of trying to use this razor.

At some point I will buy a razor that is properly prepared, as well as all the other necessary items.

Eventually I'd like to see this razor repaired and ready to use, but I'm not in a hurry for that.

Welcome to SRP. If you have the wherewithal to post a photo of the blade we can tell you if it is in good enough condition to warrant the cost of honing and perhaps restoration if that is the direction you want to go. If the scales are solid honing is all that is necessary. Check out the SRP Wiki beginner's guide and make sure to peruse 'razors to avoid'.
Be careful how you treat people on your way up, you may meet them again on your way back down.
