My grandmother gave me a Zeeck brand razor matching what you described 20 some years ago. The box didn't match the razor and there was a small red hone (2" by 3") that is concave on one side that was in a leather box. I have never been able to shave with it because I cannot hone to save my life and have never actually put a shaving edge on any razor. Having said that, someone had obviously been shaving with it for years and years (decades?) before I got it. I never found any info on Zeeck, but I think I found some info on Johnson Bros. a few years ago. You might try that route.
