I actually thought it was my carelessness by putting it away not dry, supported by the fact that the case is plastic, so it'd keep the moisture around. The damage seems to follow the line of the scale on the blade, although I thought the water may have ran there after closing.

The scales look like black plastic, and this is a modern manufacture razor - as I said, I bought it brand new at a mall less than 20 years ago. I didn't think they used celluloid anymore.

I can't see anything wrong with the scales; they aren't warped nor deformed. They also seem to have integrity, meaning they don't seem soft nor are missing material anywhere.

Is there anything I should be looking for regarding cell rot on them?

BTW, the rust seemed fluffy, like snow, but it wasn't soft stuff you could just wipe away. It took some work to remove.
