It may well have been done to remove a rust pit, or a chip caused by dropping it.

My guess is it was made that way to the buyers specs otherwise we would have seen more of them. it doesn't look like something someone would do by themselves.

It may be factory. I remember doing research on an old razor once (no idea which maker) and saw an 1800s (30s?) advertisement that showed a similar notch on the top corner (not the usual barber notch). It was for adding some kind of hair thinning or safety comb or something. If I get the motivation tonight, I may try to find the ad. I'm on my way out the door in a minute.

Possibly to help balance the blade while trimming above a moustache. When sporting a goatee, I hold the razor like that to trim below my nose above the moustache part to get nice lines. I rest a finger from my non-shaving hand on top of the spine.
