If you have a magnifying glass of at least x15 or x20 to study the metal at close range you will see what the real problem is.
Often what looks like patina is really micro-pitting, in which case you will need something slightly more aggressive than just polishing.
I am constantly amazed at what I find that is not apparent to the naked eye
