Does anyone know how old this razor is?

Most likely, the razor was made between 1891 and 1901.
After 1891 - there's "England" stamp on the shank.
Queen Victoria died in 1901. After her was Edward VII(1901-1910). But during his reign, the tradition of stamps like "Cutlers to Their Majesties" was lost. But if somebody wanted to stamp the razor, it would be "Cutlers to His Majesties".
Of course, it's only my opinion.

There was a treaty in 1889 IIRC which stipulated that the country of origin be stamped/marked on cutlery. IMHO the Joe Rodgers with the semi circle "England" stamped behind the regular stamp were blanks that were made before 1889 and processed shortly afterwards. The later stampings incorporated "England" in a straight line under the regular stamping. Not sure if that is correct but that is my story and I'm sticking to it.
