Customs that I have owned or currently own or owned more than one of are as follows with no particular order as to preference. I consider all of these to be top of line straight razors and the makers will work with you to meet your needs whenever possible. These men are highly specialized and build razors that are as much works of art as they are straight razors.
Max Sprecher
Robert Williams ( currently building many of SRP's design razor).
Brian Brown
Charlie Lewis. Razors sold by SRD.
Ken Powell
Alex Jacques (priced far beyond what I would pay for a straight razor) my opinion.
Tim Zowada (very, very expensive but builds a world class razor). Razors sold by SRD.
Mastro Livi. Razors sold by SRD.
Bob Allman @ OCD razors.
Joe Chandler. Razors sold by SRD.
These makers alone will probably run you over your 10K budget but you will have a world class collection of straight razors.

Joe Edson (haven't seen him mentioned yet)
Love each and everyone. So if you are throwing around $10k (unless that was a typo), you will have fun shopping.

My only advice beyond what has already been offered is; don't buy them all at once. Look around for one or two and you will start to notice the characteristics that make these razor makers tops in their field. Each one has a style that they have developed that may or may not suit your aesthetic. If you do the background work you will be able to order your bespoke razor from someone that probably shares your taste in razors and will do a great job for you.
