Sandpapers will do the work up to the 2000 grit ( 4000 Norton)
but what he really needs is a substitute for the Norton/Shapton/etc 8000 grit. Thats why I was suggesting some of the buffing/honing... -

You can use 500 grit wet/dry sandpaper to remove...
You can use 500 grit wet/dry sandpaper to remove nicks from the edge.
1000 grit to start the bevel. maybe 50 laps
2000 grit ( equal to a 4000 grit Norton) to establish/finish creating the bevel....
