Have you identified the direction of hair growth in that area? That may help in determining direction for passes.
For me, right handed, the hair on my jawline is mostly growing North to South. For my WTG pass, I reach over my head with my right hand and pull the skin upward. I shave straight down, with my left hand (yeah it takes a while to get comfortable with both hands) to near the jawline. Then, I do the area under the jaw line, straight down, with my left, though could use right. Because of the pulling of skin, I don't have to shave over the sharp corner of the jawline.
For my XTG pass, I use my left hand and go chin to ear, again stretching the skin with my right hand. I turn the blade so that it is up and down, as I get near the ear and do the sideburns area straight across towards the ear. This stretching covers some skin over the jawline. For the lower part, I raise my chin and lean head towards right shoulder. Using my right hand, I go ATG upward to, and just past the jawline, changing the angle to try to keep the angle low in that area. The head contortion stretches the neck skin, so I don't use my hand to stretch more, but I could.
With those two passes, things are pretty good (I mostly need more work at chin area). I will sometimes do a third pass, where I repeat the ATG South to North motion using my right hand for below the jawline, and then continue in the same direction above the jaw line, about half way up the check, and right up to the sideburn by my ear.

I use the exact same technique as firefighter2 and it works very well for me. Good luck and keep at it!
