You just need a small ball peen hammer. You put one side of the pin against some metal and tap lightly the other side of the pin. That's how you tighten the pin.

Find a video before you do it however or you may crack your scales or bend your pin.
I'm not sure if the pin is already bent, or the pin is off center, because when I do that, it bows the scales, which when opening, undoes any tightening
