Hi and Welcome to SRP Russ, sounds brutal but +1 on the inhouse care take it slow and develope the advised technique found in the WIKI Straight Razor Place Wiki when you start your shave if it feels rough, stop..reconsider your angle.Get comfortable with your razor, the chin/neck area is one of many angles do a small area (temptation is there to continue) then stop.( all in the wiki) .. this process is what helped me get comfortable with my razor especially the grips that i employ for different angles to remove my facial growth..eventually you'll be doing complete shaves that feel great.
