It's funny, but I've seen 90 degrees referenced in these forums as both vertical to the skin and laying flat on the skin.

Could you possibly ask questions to find out why he prefers doing it that way, and could you not point out to him all the cons of his method and the pros of your own?!
If he doesn't listen to his old man, give him a slap on his head! Just not while he's shaving.

Bad habits are hard to break. Some people do all the wrong things and yet things always seem to come out ok for them. He should be encouraged to do it the correct way but if he won't eventually a ruined blade or bad cut might teach him the hard way.

I think the best way is for him to learn on his own. If you can get him to experiment with different angles and strokes, he should naturally come around.
That said, I use a much higher angle than recommended on my neck as well. I do this because my hairs grow almost parallel to my skin, and through my own experimentation have found that a first pass at about 45 degrees does a much better job than 30 or less.
