The fellow in the above clip goes over areas dry, and that always gives my skin fits. I wouldn't recommend going over areas after you shave the lather and fur away.
The way I get a nice smooth chin is by focusing more closely on the XTG pass in that area. When you DO go ATG, there is less stubble left to hang up the blade and cause a divot!
I had trouble getting the front of my neck earlier, but found that tilting my head back and going diagonally upward caught them all and cleaned them off.
