    If I were doing it, I'd just unpin, glue, repin.

    However, it should definitely be possible to squeeze the two pieces of scale back together with a vise (gently!) and then put a single, tiny drop of thin superglue onto the crack. It'll wick down in. The horn will be bonded much, much more strongly than the horn to the steel, so even if it's glued to the scales, gently working it loose shouldn't be a problem.
